Referee System:
This system will simply take the load of the moderator, as well as to keep everyone busy and entertained in the forum. This system will allow normal members to ref wild training threads. This will help the training process to flow faster, without the member in training having to wait for a staff member to come in. Of course mods will be looking and moderating the topics when they are online but that shouldn't stop members to ref other people's training threads. You know, "I help you, You help me" kind of thing. Like they can offer themselves to ref their thread, and the other person can ref his thread in exchange. That way letting members help each other, FAIRLY, which is why mods will of course scan around the topics making sure SUPER RARE pokemons doesn't just appear easily. A rare pokemon should be rare to find, thus could take you forever if the ref wants to take forever for this rare pokemon you want to come out, maybe it doesn't come out at all.

I don't think normal users should be allowed to mod, personally.
It would be easier for the Mods to just moderate them, rather than checking them all for mistakes in the normal user's posts.

What mistakes? o.o We would only have to check the person is being fair. That's all. It would in fact help everything.

Still normal users shouldn't be able to do so. Leave that to the staff. Thats what we are here for, isn't it?
